Victorian terraces and woodland villas beside Ascot's racecourse
Ascot is a racecourse town on the heathland edge of east Berkshire, with terraces on its High Street and villas in woodland. Each roof is surveyed before it is priced.

Ascot High Street has a couple of streets of Victorian terraced housing, says the neighbourhood plan.

Once large estates, broken up in the early 20th century, are now leafy suburbs and villas in woodland.

The Church of All Souls has been Grade II* listed since 3 March 1972.

How RBWM regulates an Ascot roof job, what the neighbourhood plan and the 1923 county history record about the town's terraces and villas, and what the Grade II* church and the Royal Borough's lists mean for repairs.

Ascot lies 11.8 road miles north-east of Farnborough, with the A325 Farnborough Road as the start of the count, and the racecourse town sits on the edge of the heathland of east Berkshire. Planning, building control and the highways are all the Royal Borough's, and the council has no county above it, so a householder deals with one body from the first question to the last inspection.
RBWM's building control guidance places the renewal of a roof's tiles or felt under thermal elements, and adds a second line for tiles that weigh differently from the old ones, which is the wording the survey checks against. Neither line states a percentage, so a small repair is judged by the Planning Portal's yardstick of under 25 per cent of the building envelope and under 50 per cent of the roof. On an Ascot villa with a large roof, a sizeable patch can sit beneath both. A complete re-covering does not, and the survey sets the old covering beside the new, with approval and a structural check where the load rises by 15 per cent or more.
The same survey is the moment to look at roof windows. Under the Building Regulations a roof window is not a thermal element, and the 2021 Approved Document L figure for a roof window is 1.4 W/(m²·K) or Window Energy Rating Band B, applying until 24 March 2027. MyJobQuote gives a mid-range Velux roof window at about £1,100 (22 September 2026), a typical UK figure, not a Fortis price. Our roof window and skylight page explains how an opening and its flashing are checked.
RBWM requires its permission for scaffolding on the highway, links separate commercial and residential forms, and lists fines of up to £5,000 for breaching a licence. It states no fee. A villa set back behind gardens may need none, since scaffold wholly inside the plot is outside the system, while a High Street terrace stands on the pavement and needs the council's agreement first.
The page does not state who applies, so the scaffolder is asked and the reply is passed on before any date is fixed.

Ascot in dates and numbers
The neighbourhood plan describes Ascot High Street as having a couple of streets of Victorian terraced housing, while the surrounding area, once dominated by large estates, was broken up in the early 20th century and is now leafy suburbs and villas in a woodland setting. The 1923 county history says Ascot was originally part of the parishes of Sunninghill and Winkfield and was made a separate ecclesiastical parish in 1865. Ascot Racecourse, home of Royal Ascot, was established by Queen Anne in 1711.
On a Victorian terrace, a roof is part of a run, and work on one house can reach the next, since leaks and flashings cross the party wall. We agree the scope with you, tell the neighbours what is planned, and do not step onto a neighbouring roof without their agreement. The party wall flashing and any shared valley are lifted for inspection and photographed. Where roof work includes cutting away a chimney breast on a party wall, the Party Wall etc. Act 1996 calls for notice two months or more before the work, and a party wall surveyor, not building control, deals with it. We flag any shared wall at the survey and allow the notice period in the plan, so nothing is rushed.
Spray foam applied under an old roof is sometimes proposed for a villa's large loft. Asked about foam sprayed onto a roof that leaks, the Energy Saving Trust answers "We don't recommend doing this", and RICS notes that foam covering the roof timbers means they cannot be fully seen or inspected. The survey records the timbers as they are, so any later question about moisture can be answered.
The villas stand among trees, so their roofs collect leaves and shed moss from shaded faces. A big villa roof has many hips, valleys and abutments, each a flashing detail, and the survey counts and checks them. Our chimney repairs page explains how tall stacks are examined, and the report names the lead code in place at each flashing.

Gutters on a large roof carry a great deal of water. Which? gives £75-£350 for clearing all gutters at the front and back of a property (November 2025, excluding VAT), a typical UK range and not our price.

| Check | In Ascot | For roof work |
|---|---|---|
| Grade II* listed | Church of All Souls (NHLE 1119809) | Route depends on denomination and use |
| Grade II listed | Brook House (NHLE 1109918) | Listed building consent for work affecting character |
| Conservation area | RBWM, which lists 27 in the borough | Ask RBWM before changing a roof's look |
| Article 4 direction | RBWM, by address | Shows whether a roof right has been withdrawn |
Ten listed buildings stand within 900 m of the town point on the National Heritage List, among them the Church of All Souls, listed Grade II* on 3 March 1972 (NHLE 1119809), and Brook House, Grade II (NHLE 1109918). RBWM lists 27 designated conservation areas in its borough, and its map is the authority on whether an Ascot address lies inside one; the survey reads it house by house before any price is given.
Which route a church's roof work takes depends on denomination and use. If All Souls is an Anglican church in use, the faculty system applies under the ecclesiastical exemption; a building outside the exemption needs listed building consent. That is for the church and the council to settle. A house nearby is judged on its own record and not on the church's, and the survey says so in the report.
Conservation area, listing and Article 4 direction each prompt a question: may the roof's look change, is consent needed, have rights been withdrawn. For an unlisted house outside all three, a repair that matches the old needs only the survey. Where one applies, the question goes to RBWM with photographs, measurements and a plain account of the change, and the work waits for the reply. The date of every check goes in the written report.

When a storm strikes the roof, the insurer hears first; a temporary repair, photographs and receipts support the claim, and the Financial Ombudsman is on 0800 023 4567. Your policy's own storm definition governs the outcome.
A villa roof near trees collects leaf litter and moss on shaded faces, and the survey records which faces stay in shade and which gutter outlets sit beneath branches. A blocked outlet spills water over the eaves, so the report lists them, and the owner decides how often clearing is worth arranging, with the photographs to guide it.
Heatherwood Hospital in Ascot dates back to 1922, and the plan's description of the area as leafy suburbs and villas in woodland sits beside it. A roof on a large building from the 1920s or any other decade is judged in the same way as a house roof: covering named, fixings checked, junctions photographed.
MyJobQuote gives about £300 as the average cost of a roof survey, with table rows of £100-£200 and £200-£350 (12 October 2026). That is a national guide, not what we charge; the written price follows the survey, and the report belongs to you.
We count every hip, valley and abutment, since each is a flashing detail, then lift and photograph the junctions, note the lead code in place and record which gutter outlets sit beneath trees. The report lists what was found on each part of the roof, so a repair can be argued from fact and not from the size of the house.
The Party Wall etc. Act 1996 requires notice of two months or more before such work, and a party wall surveyor handles any dispute, not building control. A shared wall is flagged at the survey before any date is agreed, and the plan allows for the notice period, so nothing is rushed.
Not unless your house is listed. The listing covers the church itself, and its roof work follows the faculty system if it is an Anglican church in use. Your own house is judged on its own record, which we look up on the National Heritage List and RBWM's map before pricing, and you receive the result.
RBWM wants its permission in place before scaffolding goes up on the highway, and the page leaves out who applies, so the scaffolder is asked and the answer relayed. It states no fee and lists fines up to £5,000 for breaching a licence. Scaffold wholly inside a private plot is outside the system.
